The various Scythian tribes, of which the Britains, Picts and Welsh were just earlier waves, had very different ways of dealing with leadership from how later groups did.  There were families of "royal blood" from whom 'elders' were chosen, and the leader would be elected by the elders from among themselves.  But they were so interbred to at most be 2nd cousins.

Martel was not a King, but a Mayor of the Palace of the Western Franks.  But that was a hereditary position, and usually had a royal blood wife.  So if they had originally been chosen for competence, over time their descendants would have become as royal as the kings themselves.  In the case of the Merovingians, the Kings allowed their mysticism to overcome their wariness of the Mayors lust for power.  Fortunately for Christian Europe, these Mayors were competent and understood the threat at their southern border and stopped it.

Clovis I had converted to Christianity, but his family never abandoned their Oriental polygamy and use of cannabis.  Several of the Merovingian Kings were dominated by their wives, and others went on killing sprees of their own family members.

By the time that Charlemagne came to power, the male Merovingian line had been decimated and the Mayors of the Palace had complete reign.  And Merovingian wives.  The only problem was the growing power of the Vatican.

By 400 years later, the Vatican went on the rampage to destroy the areas where the Scythian Royals had made homes--the Albingensian Crusade and the Prussian Crusade wiped out many.  They also cleaned out the Knights Templar, whose families had descended from Charlemagne.

The various Inquisitions following those crusades picked out the rest they could of the Blood Royal.  And the Vatican has been trying to exterminate the rest ever since.
